Why Does Delhi Have Two Bus Systems?
In 2011, Delhi Government initiated the Cluster Scheme managed by DIMTS (Delhi Integrated Multi-Modal Transit System) to eliminate chaotic privately run Blue Line buses.
Today, Delhi operates on a unified public transit concession model where DTC and Cluster fleets complement each other without competing on fares.
